We cannot guarantee that people won't move to Washington for the health care system. Realistically, however, people can only move to Washington if they have a good job, as our housing costs are extremely high. Furthermore studies looking at whether people move to different states to receive higher welfare benefits show that this doesn't happen in noticeable numbers, even when benefits vary a lot. Finally, many other states, such as Oregon and California, have similar plans for statewide health care in the works.
