We expect some employers and residents may wish to purchase private insurance to provide benefits, such as cosmetic surgery, orthodontia, etc. that may not be covered in the basic benefits package provided through a unified health care financing system. It is unlikely that they will want to purchase private insurance for the package of benefits guaranteed to them through a public system. There will likely be a claims processing role for health insurance companies under a public system (Medicare contracts with private insurance companies to process claims). However underwriting and other administrative functions will be greatly reduced.
