No. Currently there isn't true competition in the HMO and private insurance system. In 1996, 80% of small businesses and 50% of large businesses offered only one health plan option to their employees. With recent insurance company mergers and takeovers, choices are even more limited in 2002. Each insurance plan has a very limited list of providers. Our 2002 initiative to the legislature mandates that patients be guaranteed their choice of licensed providers. This will make for true competition among providers, who will attract patients based on their ability to provide quality care.
